To adapt to the principal challenge facing Chinese society as it evolves, and to meet the growing expectation for security, we should not only focus on economic development to meet people's expectation for a better life, but also accelerate constructing a new security pattern to better safeguard China's new development paradigm. A holistic approach to national security with the people's security and citizen security at its core emphasizes that national security "takes the people's security as the ultimate goal" and that "the people's interests rely on national security". In the overall modernized national security system, citizen security is the first core element, the purpose and principle element of national security. There is absolutely a need for a "sub-system" of the complex citizen security that includes not only the security of living resources and conditions, but also life safety and physical safety. Currently, citizen security still encounters with various risks and challenges, thus the all-round guarantee of it constitutes a vital topic of national security study and the main mission of the contemporary overall national security as well.
